It a video of a man getting an electric shock from a standing stone in Crickhowell, Wales, in 1976 and I’ve just been re-watching it to comply it for publication on the BBC YouTube channel:

It looks different to the rest of the film noise and the light comes in at an angle, but I’d like to know what it is and whether or not it’s related to the man recoiling.
